Issei AOKI
Certified Public Tax Accountant & Certified Public Accountant
After working at a Big4 auditing firm where he was involved in accounting audits and advisory services for financial institutions and public sector clients, Aoki Issei relocated to Singapore. There, he supported Japanese companies entering the Singapore market, assisting with entity establishment, withdrawal procedures, and accounting and tax matters at a local accounting firm.
Later, he served as CFO of a Thai subsidiary of a Japanese company, where he was responsible for accounting, tax compliance, cash flow management, and HR operations.
In 2023, Aoki established Aoki International Tax & Accounting Office in Yokohama. Today, he provides professional services to support Japanese companies expanding overseas, Japanese individuals relocating abroad, foreign nationals doing business in Japan, and cross-border individual tax matters.
He also works with many foreign clients who are starting new businesses in Japan, providing advice on tax structuring from the incorporation stage. In addition, he assists individual foreign nationals with their Japanese tax filings, including matters such as foreign tax credits and the application of tax treaties.
Yumiko Kamioka
Labor and Social Security Attorney
After 16 years of experience in human resources at foreign banks and securities firms, she established her own practice as a certified Labor and Social Security Attorney.
She specializes in HR and labor matters for foreign-affiliated companies, businesses established by foreign nationals, and organizations that employ foreign staff.
When starting a company and hiring employees in Japan, you’ll need to complete the following steps:
- Social insurance registration
- Preparation of employment contracts
If you employ 10 or more people, you are also required to:

Since 2016, she has been a practicing Shiho-Shoshi (Judicial Scrivener/Solicitor) with a strong focus on corporate legal matters. She began her career at a major Shiho-Shoshi office in Tokyo, where she gained extensive experience in a wide range of corporate registrations, including company formation, amendments, stock options, different classes of shares, corporate restructuring, and dissolution.
In 2020, she established her own practice in Yokohama. She regularly assists foreign nationals and international companies with their registration procedures and is highly proficient in handling the unique legal requirements that apply to them. Her office provides consultation and support for clients looking to set up a company in Japan.
Yuji Tsuruno

After working at a general trading company, he founded his own firm in 2008. As a certified administrative scrivener, he specializes in visa application procedures for foreign companies entering Japan.

Kanagawa Prefecture

- Kanagawa Business Establishment Support Homepage: Provides information in English on Kanagawa’s attractive investment environment, support programs, and success stories.
- Business and Subsidy Support: Subsidies supporting some necessary expenses for foreign companies to set up a base in Kanagawa, including costs for obtaining residency status, company incorporation, recruitment, and interpretation/translation.
